The Union of
Bazingastan faced a heavy fiscal deficit in the last decade, due to which the Government
enacted the Processing and Export of
Meat Act, 2013 (PEMA). The Act encompassed all types of meat to be
processed and exported to other countries. Soon this Act enabled the country to
earn huge foreign exchange and consequently it became the world’s top exporter
of buffalo meat. It opened up a new
sector of occupation, which reduced unemployment to a great degree. The Union
of Bazingastan defended the Act as the new “Pink Revolution” and assured the
citizens that the state had enough live stock for internal consumption. The
state also ensured that no cruelty towards the animals was practiced and to
this effect certified safety standards were upheld.
On the other
hand, various other states witnessed large-scale slaughtering of cattle.
Moreover, the manner in which the animals were transported and slaughtered fell
way below international standards. An NGO by the name of People for Moral Treatment of Animals (PMTA) filed a petition in
the Hon’ble Supreme Court challenging the constitutional validity of the Act. The PMTA raised concerns about the said Act as
the slaughter of animals on such a large scale deprived the nation of dung availability
which in turn affects agriculture. Also, the use of chemical fertilizers
damages the fertility of the soil.
